Ms. Dowd brings an extra dimension to the Procedural Coders Institute's
training faculty. She is currently a practicing attorney specializing in coding,
auditing and identifying compliance issues coupled with educating to attain and
maintain compliance for Procedural Coders Institute. Prior to pursing a second
career in law, Ms. Dowd spent an excess of 17 years actively pursing a career in
microbiology spiced with clinical chemistry, hematology, blood bank and laboratory
supervision. During this time, she served as a Certified and Licensed Laboratory
Scientist in laboratories in both New York and California. She also served as
Educational Coordinator of a Medical Technology Training Program for students
seeking careers as Licensed Clinical Laboratory Scientists.
While completing Law School in California, Ms. Dowd served as Compliance Officer
for a large clinical laboratory, developing and implementing the Laboratory's
Compliance Program. This project included development of policies, procedures, and
a training program for over 500 employees.
Additionally, Ms. Dowd has been an instructor at Mira Costa Community College for
the past 16 years, teaching Preparation for Childbirth and Fundamentals of Microbiology.
Realizing the impact of correct coding in an overall total compliance program,
Ms. Dowd attended both the University of California, San Diego (UCSD) Coding for
Physicians Offices and the UCSD Certification Review Classes and expanded her portfolio
to attain yet another educational tool as an AAPC Certified Professional Coder and instructor.
She is now concentrating on compliance, educational projects incorporating correct coding
performances and the development of and adherence to physician office compliance plans for
Procedural Coders Institute. These efforts include interaction with insurance carries,
physicians, their staffs and practice administrators, with reference to coding, billing, and
accounts receivable management procedures and reimbursement.
